Job Duties
Virginia Department of Transportation’s Richmond District is seeking a professional to provide leadership and direction for assigned operational programs. Provide technical direction, advice and guidance on a variety of issues related to assigned operational program areas. Coordinate, integrate and manage resources to achieve goals and objectives.
This position will plan, manage and oversee Traffic Operations Center (TOC) and Safety Service Patrol (SSP) programs for the Region. Provide Regional oversight, guidance, and monitoring of the TOC and SSP program delivery, ensuring that contractual Service Level Agreements are met or exceeded at regional level in delivery of Statewide TOC Contract. Develop, coordinate and oversee execution of special event, emergency or planned traffic management plans.

Minimum Qualifications
• Valid driver’s license
• Experience planning and developing budgets
• Experience using personal computers and associated peripherals
• Experience in contract administration
• Skill in critical thinking, decision-making during emergency and time sensitive situations.
• Ability to communicate effectively orally and in writing
• Experience analyzing complex data and preparing reports
• Experience in the leadership, management of transportation operations program and staff.
• Experience in transportation engineering, business management, complex computer, communication networks, and intelligent transportations systems.
Additional Considerations
• A combination or training, experience, or education in Engineering, transportation, traffic engineering, transportation management, emergency management or related field desired.
• Experience planning, managing or supervising a 24-7 emergency operation or dispatch center.
• Experience developing emergency plans, mobilizing incident teams and coordinating with state and local police, fire and rescue services
• Substantial leadership, program and human resources management. Management of highway operations programs, use of ITS and/or traffic management systems.
• Experience with Traffic Management systems and Radio Communications software.
