Job Duties


The Virginia Department of Transportation (VDOT) Hampton Roads District is seeking a Sr. Benefits Supervisor to plan, prioritize, organize, supervise and forecast the activities of the Benefits Team in the administration and delivery of benefit program services and general office support. Ensure compliance with Federal, State and Organizational policies, procedures that govern benefits laws, rules and regulations.

Core responsibilities for job & position:



  • Ensure appropriate documentation and authorizations are received prior to submitting transaction data to shared services. Ensure associated documentation is placed into the respective employee personnel file. Adhere to payroll and other organizational deadlines for submitting transaction data. Comply with Departmental guidance on Cardinal. Coordinate directly with related HR staff and management to resolve issues. Complete leave certifications for all classified employee separations or transfers from Central Office.


  • Supervise staff to provide timely assistance to HR Consultants. Provide support to Talent Acquisition and file documentation, references and criminal history checks (including fingerprinting services), and DMV checks, and candidate communications. Support management in acquisition of administrative temporary clerical services through state contracts.


  • Counsel employees regarding benefit programs to meet their needs for retirement planning. Implement and develop various communication techniques for the employee population. Review notification letters from VRS and ensure employees retiring receive all necessary forms and extended coverage information. Consult with employee regarding health coverage, options and costs and required time to notify. Answer questions about continuation of other benefits and disability credits. Submit disability credit balances to shared services for processing in Cardinal. Ensure payroll coordinator has calculated leave payout. Track retirement applications in process and those that are completed. Ensure accuracy of VNAV data and support VNAV coordinator during the reconciliation process. Prepare cost letters for purchase of prior service.


  • Supervise staff in the delivery of benefit program administration and services involving health and life insurance, flexible spending accounts, retirement programs, disability case management to include Worker's Compensation, leave programs and FMLA. Provide leadership to staff in the delivery of written and in-person communications to employees and their dependents on various topics to include new employee orientation, open enrollment sessions. Monitor and assists in resolution of issues involving benefit eligibility, claims handling, application for benefits and coordinates with statewide benefit program administrator. Escalate issues as needed to HR Manager attention. Attends local and statewide meetings.

  • Maintain strict confidentiality regarding personnel matters and disclose protected information only to those with an official need to know.

  • Ability to effectively communicate with diverse groups of internal and external customers, verbally and in writing.


  • Knowledge of insurance benefits and leave processes, disability, retirement, worker's compensation programs, staffing actions, and related areas which affect transaction processing and benefit administration.


  • Ability to determine response priorities and information sharing to obtain the best benefit available to customer.


Minimum Qualifications



  • Knowledge of the principles and practices of HR Benefits Programs (VSDP, VRS, Health Insurance, HIPPA, FMLA, WC, ADA) and experience in administration, to include payroll coordination.


  • Skill and experience with word processing and spreadsheet software.


  • Ability to supervise benefits staff providing consultant services to employees on a full range of core HR benefits programs.


  • Ability to develop database reports and spreadsheets for tracking purposes.


  • Knowledge of the principles and application of disability benefits, return to work processes and case management.


  • Skill and experience in transaction processing, system operating requirements, security setup and administration.


Additional Considerations



  • Valid driver's license to operate state vehicles in performance of duties or to attend meetings or training.


  • Experience in the core HR functional areas to include Employee Relations in benefits, State Benefits, Training and Facilitation.


  • A combination of training, experience or education in Human Resources, Business Administration, Public Administration or related field desired


  • Experience supervising staff providing HR services.


  • Experience in working with workflow applications and electronic document management.


  • Prior experience working as a benefit analyst or in an HR function.


  • SHRM-CP or SCP; or PHR or SPHR; or CBP desired.


  • Knowledge and expertise with Commonwealth of Virginia Human Resource Systems (Cardinal, Page Up, etc.).

Position is designated as essential and, as such, will be required to work outside normal hours, weekends, and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations. Travel may be required.
