The Virginia Department of Transportation’s (VDOT) Richmond District Human Resources team is excited to announce an opportunity to join its growing team of strategic Human Resources Consultants. This is a full-service HR position in a high-energy, fast-paced, 24/7 public service environment. The selected candidate will act as a consultative business partner and change agent in supporting all organizational levels of their assigned customer unit(s). VDOT’s Richmond District HR Consultants are process facilitators, troubleshooting experts, problem-solvers, as well as hands-on HR professionals. The Richmond District is located about 20 miles south of Richmond in South Chesterfield and has residency offices located in Ashland, Chesterfield, Petersburg and South Hill.

Specific responsibilities and duties will include but are not limited to:

Classification and Compensation – provide subject matter expertise and consultation to managers and supervisors to ensure that positions are classified appropriately to include performing classification reviews for both vacant and filled positions. Effectively researches, analyzes and produces analytical briefs that support role and compensation recommendations using the agency’s established pay factors.

Employee Relations – provide consultant services on Civility in the Workplace, Standards of Conduct, Grievance Procedures, DHRM Policies, EDR, Mediation, Absence Management, Performance, and EAP as it relates to behavioral deficiencies and competency remedies. Investigate issues and assist in developing and implementing corrective action plans such as instructional guidance, counseling memos, performance action plans and written notices. Participate in grievance hearings, working closely with agency advocates. Work with managers to enhance their understanding and application of principles of progressive and responsive organizational and workforce management.

Performance Management – provide advice and counsel to managers on the principles of performance management, use of tools and processes, appeals, and employee development needs. Track status of plans, evaluations, appeals, developmental needs and remedies. Advise managers in developing improvement plans for those rated below contributor on the annual evaluation. Provide performance coaching to individual employees and teams. Train and work with customers on policy and responsibilities for effective performance management. Facilitate training.

Policy and Procedure – provide subject matter expertise regarding policies and procedures to Department employees and managers, ensuring compliance according to federal, state and agency laws and regulations.

Talent Acquisition – Supports the Talent Acquisition Program by performing the full scope of recruiting operational duties (planning, posting, screening, interviewing, preparing/reviewing employment recommendations/documentation, conducting pre-employment clearances etc.) up to and including offers to candidates. Complies with established practices, policies and processes in providing guidance to managers throughout the TA process and filling positions in a timely manner.

Minimum Qualifications


• Ability to analyze data and reach conclusions which are logical and legally supportable, and counsel and advise managers and employees in the resolution of HR issues.
• Knowledge of job analysis, job evaluation techniques, recruiting, screening, and interviewing techniques.
• Ability to communicate effectively orally and in writing with customers.
• Knowledge of employee relations, EO approaches such as counseling, mediation, grievance resolution, and complaint investigation.
• Knowledge of federal and state regulations related to human resources functions.
• Strong skills in use of computers using MS software, web-based applications and automated HRIS systems.
• Ability to develop strategies to improve customer services, program efficiency, effectiveness, and function as a team member with other HR staff.
• Ability to design, analyze, implement policies, procedures and programs.
• Knowledge of human resources management principles, practices including recruitment, selection, classification, compensation, organization and job design.


Additional Considerations


• A combination of training, experience or education in Human Resources, Organizational Development, Business Administration or related field desired.
• PHR, SPHR or CCP or program management certification preferred.
• Experience working in a matrix-reporting environment.
• Prior HR experience with the Commonwealth of Virginia (State experience).
• Demonstrates competencies consistent with those identified in the VDOT HR Professional model: Dealing with Ambiguity, Business Acumen, Customer Focus, Managing Diversity, Integrity and Trust, Nimble Learning, Political Savvy, Problem Solving, Drive for Results, Standing Alone.


Special Instructions


Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public. Fingerprint based background check, references, work history and DMV records will be verified prior to employment. Applicants must be eligible to work in the United States.
