Job Duties


We are seeking a results-driven Negotiation Manager in our Professional Services Procurement Office (PSPO) to lead and optimize our procurement negotiation strategies of engineering professional services. The ideal candidate will play a pivotal role in developing and implementing negotiation frameworks, ensure cost-effectiveness, and enhancing supplier relationships. This role requires a balance of analytical expertise, strategic vision, and leadership skills to manage a team and align procurement activities with VDOT's goals. The incumbent will manage the negotiations program for agency professional services contracts. They will also support program delivery by analyzing related data and business processes associated with negotiating engineering services for transportation projects. This role will develop and lead a team of negotiation analysts in day-to-day activities.

Core Duties:

Program Management



  • Develop, oversee, and implement fair and consistent methodology to ensure evaluation of consultant labor classes to include qualifications, rates, and negotiation process for professional services for agency, divisions, and districts to support program and project delivery. Develop and implement procedures, processes, and best practices. Direct negotiations with internal and external stakeholders and consultant firms to apply methodology for fair and reasonable rates in a collaborative manner to ensure program and project delivery.


Team Management



  • Develop and lead a team of negotiation analysts including staff and consultants through the negotiation process. Facilitate and provide training on the evaluation of qualifications, needs, and rates


Program Performance and Improvement



  • Direct the evaluation of large data sets related to consultant labor qualifications and rates along with national workforce salary data to ensure proper alignment with market standards. Conduct research and analysis to support program delivery of transportation engineering services. Provide recommendations and modifications to improve program efficiencies.


  • Lead the development and maintenance of innovative solutions to analyze, utilize, and maintain data for the purposes of negotiations. Develop methods to provide consistency in analysis to align with program standards.


  • Identify opportunities to implement innovative solutions to achieve agency business plan. Contribute to the strategic planning process and develop plans to ensure goals and objectives for assigned areas operate effectively in alignment with VDOT objectives and business plan priorities.


Policy Oversight



  • Develop, implement, and monitor policies, procedures, guidance and practices for procurement and negotiations of engineering professional services. Establish and maintain negotiations procedures guidebook. Coordinate with the Divisions, Districts, OAG, and others to review, analyze and resolve issues related to policies, procedures, legal matters, or legislation.


  • Establish training resources for internal and external stakeholders related to policy, procedures, and business process improvements.


  • Support coordination of responses to General Assembly bills related to PSPO.


Stakeholder Relations



  • Collaborate and communicate with stakeholders to include VDOT leadership and staff, external stakeholders, consultant firms, and other diverse groups regarding trends, lessons learned, or methodologies to improve the efficiency of operations and provide exemplary customer service.


  • Maintain partnerships with external consultant industry stakeholders, offering direction, guidance, and collaborative engagement, addressing issues to ensure the effectiveness of statewide professional services program and agency goals.

Additional Considerations



  • Knowledge of project management and, data management techniques


  • Knowledge of business process improvement and performance management practices


  • Experience implementing, maintaining, and improving technology solutions such as contract management systems


  • Experience developing, negotiating and managing contracts


  • Ability to query, review historical data, analyze, coordinate, and propose financial and operational solutions for a large organization, using multiple financial and operational resources


  • Virginia Contracting Officer (VCO or VCA) certification


  • Knowledge of Virginia Freedom of Information Act principles related to procurement activities


  • PMP or Six Sigma certification


  • A combination of training, experience or education in public policy, procurement, engineering, law, or business administration

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
