The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a Financial Reporting Supervisor in our Central Office Fiscal Division. This position is located in Richmond, Virginia.

The purpose of this position is to provide subject matter expertise and leadership in assigned technical areas of financial reporting. Research appropriate Governmental Accounting Standards Board (GASB) pronouncements and directives and develop and implement new and revised policies, procedures and financial instructions for agency financial reporting. Provide guidance and consultation for senior level management in the development, analysis and interpretation of financial data. Provide supervision, guidance and direction for assigned staff in areas of responsibility to include capitalization of infrastructure, internal and external financial reporting, and service concession arrangement reporting. Assists the Assistant Controller, with financial reporting decisions and submissions to the Department of Accounts (DOA) which are audited by the Auditor of Public Accounts (APA).

Additional duties will include, but are not limited to:

Financial Reports: Plans and supervises the preparation of any Special Purpose Financial Statements, Federal Highway Administration (FHWA) Statistical Reports, Labor Additive Rates calculations, quarterly expenditures report, and various monthly financial operational reports. Ensures the reports are accurate and prepared in a timely manner to satisfy the needs and requirements of the various users and to ensure compliance with Generally Accepted Accounting Principles (GAAP) and Federal/State regulations. Reviews and analyzes financial data and supporting working papers in detail for completeness and accuracy. Assigns, coordinates and monitors staff activity to ensure deadlines are met.


Financial Reporting Impacts: Reviews and interprets GAAP, GASB pronouncements, DOA annual financial reporting directives, legislation, etc. to ensure sufficient understanding and financial reporting impact. Identifies impacts to financial reporting through analysis of year end closing procedures, financial reporting directives, legislation and interviews with senior agency management. Works with division management to address impacts through updates to processes and procedures and discussions with DOA and APA as needed.


Infrastructure Capitalization: Plans, supervises and reviews the quarterly identification and analysis of new projects for infrastructure capitalization, ensuring completeness and appropriate classifications. Keeps abreast of details of existing service concession arrangements and upcoming new arrangements to ensure appropriate accounting and financial reporting. Ensures annual financial reporting submissions for capitalization and service concession arrangements are complete and accurate. Reviews and analyzes financial data and supporting working papers in detail and monitors staff activity to ensure deadlines are met and approved procedures are followed.


Financial Submissions: Prepares or reviews key financial reporting submissions prior to submission to DOA. Reviews and analyzes financial data and supporting working papers in detail for completeness and accuracy. Reviews procedures used for preparation of the submissions to ensure both submission and procedures are in agreement and adequately detailed.

Special Assignments: Perform other administrative or special project related duties as assigned. Exhibit professional level of courtesy and customer service in all interactions. Design, implement, and document new work processes to improve efficiency and effectiveness within financial reporting functional area.


Minimum Qualifications


• Skill in the use of computers and software applications, including proficiency in the use of Microsoft Office products with strong emphasis on Excel (to include Pivot Tables).
• Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
• Ability to interpret a wide array of financial data, reach logical conclusions and make sound recommendations.
• Ability to create, implement accounting, reporting policy, procedures and reporting practices.
• Knowledge of GAAP such as GASB standards, especially as it relates to governmental accounting, financial statements using fund accounting, as well as knowledge of Commonwealth’s accounting policies and procedures.
• Knowledge of supervisory principles and practices to include organizing, prioritizing, directing and evaluating the work of others, performance management.
• Ability to research, interpret accounting and reporting requirements, analyze and resolve complex accounting problems.


Additional Considerations


• Experience with financial statement preparation or audit using fund accounting desired; progressive experience in financial reporting desired.
• Certification in the accounting field (CPA, CGFM).
• A combination of training, experience, or education in Accounting or related field desired.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
