Position Summary:


The Closeout/Turnover Manager is responsible for managing the final phases of heavy civil construction projects, ensuring smooth transition from construction to operational completion. This role is key in managing project documentation, addressing punch list items, ensuring regulatory compliance, and completing all necessary tasks to finalize the project handover to the client or operations team.


Responsibilities:



  • Oversee the final stages of construction, ensuring all deliverables are completed on time and meet project specifications.

  • Ensure all contract obligations and project requirements are fulfilled prior to project completion.

  • Manage the preparation and review of project closeout documentation, including warranties, as-built drawings, operation manuals, inspection reports, and certifications.

  • Ensure proper documentation of all project-related activities, including permits, inspections, and compliance records.

  • Track and ensure the completion of any outstanding paperwork or submittals that are required by the client or regulatory authorities.

  • Maintain an accurate and organized project turnover package to deliver to the client or operations team.

  • Conduct final walkthroughs and inspections with the project team and client to identify any remaining work or defects.

  • Track and manage punch list items, ensuring they are addressed and completed in a timely manner.

  • Coordinate with subcontractors, suppliers, and internal teams to resolve outstanding issues.

  • Ensure that all closeout procedures comply with relevant building codes, regulatory requirements, and safety standards.

  • Verify all necessary inspections, testing, and certifications are completed.

  • Ensure proper quality control standards are met in the final stages of the project.

  • Maintain clear communication with the client throughout the closeout process to manage expectations and address any concerns.

  • Facilitate the formal turnover process, ensuring the client receives all necessary documentation and information to maintain the facility.

  • Provide post-project support to the client for any issues that arise after turnover.


Qualifications:





  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field preferred.

  • Minimum of 5 years of experience in project management or closeout/turnover management within the heavy civil construction industry.

  • Extensive experience with large-scale infrastructure or civil engineering projects (e.g., highways, bridges, utilities, drainage systems, etc.).

  • Strong understanding of construction processes, project closeout procedures, and regulatory requirements.

  • Excellent organizational and project management skills.

  • Ability to manage multiple tasks and prioritize in a fast-paced environment.

  • Strong communication skills for interacting with clients, team members, and subcontractors.

  • Proficiency in construction management software and Microsoft Office Suite (Excel, Word, etc.).
